Screening Officer Review - Online Screening

The scope of the screening process includes the evaluation of the ticket for technical accuracy and proper application of enforcement of the bylaw. The Screening Officer may reduce or cancel a ticket only when it meets conditions listed in the Parking Enforcement Bylaw or the Compliance Bylaw. Screening does not evaluate the provisions of the bylaw itself. Bylaws are approved by City Council and tickets are written to enforce these bylaws. Suggestions for improvements to the bylaws should be directed to the Legislative Services Department in City Hall at 204-729-2296 or 204-729-2207.

Any concerns about the conduct of a Bylaw Enforcement Officer should be directed to the Brandon Police Service at 204-729-2345.

  • The Screening Officer must consider the full amount of the administrative penalty (ticket) for the contravention and not the discounted amount, whether or not the person contests within fifteen (15) days of the penalty notice (ticket) being issued;
  • Parking requests should be made by the registered owner of the vehicle, or must include an authorization form completed by the registered owner attached to the application;
  • Screening Officer Review requests will not be accepted after close of business (5:00 p.m.) on the 30th day after receipt, or deemed receipt of the Final Notice;
  • The Screening Officer may request clarification and/or supporting documentation;
  • The decision of the Screening Officer is final, no further communication with the Screening Officer will occur after the decision has been made;
  • The amount of the administrative penalty (ticket) as decided by the Screening Officer is due and payable to the City of Brandon seven (7) days after the written reasons have been received or are deemed to have been received by the person to whom the penalty notice (ticket) was issued;
  • A separate request must be made for each Penalty Notice (Ticket) contested;
  • A person who wishes to have a Provincially-appointed Adjudicator review a Screening Officer’s decision must request the review within seven (7) days after receiving the Screening Officer’s written reasons for the decision;
  • Adjudication requests are subject to a $25 fee.
